The Finance Bill before us infringes or brings in extraneous matters other than what it is supposed to by touching on Cap 16 of the Laws of Kenya. The Finance Bill as it is now, Clause 51 proposes to amend Cap 16 of the Laws of Kenya which should not come in this form because it is bringing in extraneous matters.
