    "content": " Hon. Speaker, perhaps it sounds premature because I have not finished prosecuting my point. Where I am heading to is that the Finance Bill has a time line. It has to be completed by the end of September, 2019 and my Bill will still be ongoing. So, I am foreseeing a situation where we have finished prosecuting and voting for the Finance Bill and it has been passed into law. What that will mean is that the Bill that we will continue to work on in this House – we have invested a lot of energy, research and public participation in it – will go into waste."
