    "content": "Mr. Deputy Speaker, Sir, I thank you for this opportunity. I rise pursuant to the provisions of Standing Order No. 47(1) to make a Statement on an issue of general topical concern regarding the successive failure of county governments to meet the own source revenue targets. This Statement could not have come at a better time. It is coming when we have just passed the Country Allocation of Revenue Act (CARA). I know that there are number of countries that were adversely affected, in that, they got a lower allocation of resources than what they were allocated last year, simply because they did not meet their targets in own source revenue collection. This Statement will interest the Senator for Mombasa, Senator for Bungoma and many others."
