    "content": "Thank you, Mr. Deputy Speaker, Sir, for giving me this opportunity to add my voice to this Statement. From the onset, I want to congratulate Commissioner Sen. Khaniri for that important thought. I want to point out three issues: One, revenue collection in our counties is a very important issue that needs a depth discussion in this House. This revenue is the monies that Kenyans need to go back to the service that they are given. One of the things that is missing in our counties is lack of proper systems, in terms of how this revenue is collected; how it is banked and how it is accounted for. Many of our counties employ members of staff who are not competent and transparent in the collection of the revenue. If you go to our streets in the small urban areas in our counties, you get people with receipt books that lack a stamp from the county or one that is not clear on how these monies are channeled to the county treasury."
