    "content": "There are people who know even where the money is allocated, and where the budgeting process is going on. That is why the National Assembly has been captured. I want to say here without fear of contradiction that the National Assembly has been captured. The Constitution says that the holder of the pass is Parliament, and it is not just the National Assembly. This is because when you read the Constitution, there are some money Bills; not so defined as money bills in the Constitution, but exempted under Article 214. However, in essence, they are money Bills which have to come to the Senate. Therefore, when you have a National Assembly which has been captured, then you find the Executive that can do such things."
