    "content": "Mr. Deputy Speaker, Sir, pursuant to Standing Order 48 (1), I rise to seek a Statement from the Standing Committee on Finance and Budget concerning the status of operationalization of IFMIS in the 47 counties. In the Statement, the Committee should- (1) Avail a report on the state of IFMIS roll-out in all counties detailing compatibility and consistency of fiscal and financial information across counties. (2) Explain the nature of capacity building and training programmes for staff at the county levels geared at imparting them with knowledge to provide solutions to financial management matters in counties. (3) Report on the feasibility of splitting IFMIS into two separate systems to cater for the national and county governments, thereby creating a two-vote system as recommended by the Auditor-General; (4) State measures put in place to ensure smooth operation of business in counties in case of disruption of IFMIS network. (5) Explain whether IFMIS as currently designed, allows the Controller of Budget (CoB) and the Auditor-General to have an outlook of the distribution of funds and trace utilization of the funds to the lowest level.
