    "content": " Hon. Temporary Deputy Speaker, I stand under Standing Order No.95. I know this is an issue which Members are very emotive about because it concerns their counties. Considering the weighty matter before us, Members should go to the Third Reading because we expect the President to assent to this Bill today. Also, it has to go to the Government Printer and that is a lengthy process. I know Members are agitated, but I think this is the right thing for us to do so that we can release the money to the counties. I request that the Mover be now called upon to Reply."
