    "content": "However, we have been missing out on what outputs were promised and whether they have been achieved. What impact have they made on the lives of Kenyans? If we could start re- thinking that way as a House, within the next three years, we could inculcate that in all the Members, that is, the culture of interrogating not just how much money has been spent or the absorption rate, but the impact it has had.
