    "content": " Thank you, Hon. Speaker, for giving me this opportunity to contribute on this very important matter. This House needs an oversight framework so that various committees can clearly oversee how the Government spends the money that we give it. This is because the oversight activities that are being done within the committees solely depend on the creativity of the chair. If you have a chair who feels like he is an extension of the Executive, then there is nothing that will happen in terms of oversight. I want us to narrow down the occasions where state agencies would appear before the Committees to explain how they spent the money that they were given in the previous financial year before requesting for more funds. The Committee should also move around to appreciate the projects which state agencies say they have done using that money. Otherwise, if this House continues to give money to the Government and not understand how it spent the previous amount of money, that would be a complete disservice to the people of this country. We will not be doing what the law requires of us to do; completely oversee Government expenditure."
