I do not know what has caused the change of heart in the National Assembly. However, in the past, the people who have agreed for us to move from Kshs226 billion in 2013 to Kshs314 billion in 2017 are Members of the Minority side of the National Assembly. I do not know whether there has been a change of heart or the ―handshake,‘ but something has gone terribly wrong with our colleagues---"
