Mahamud, let us move a Constitutional Amendment on Article 203 of the Constitution to say that 40 per cent will go to counties using the most recently audited revenue, and not the National Assembly as it is worded in Article 203. We will then not need a referendum. We only need 45 of us, seriously, red-eyed Senators voting to change the Constitution."
