    "content": "Mr. Deputy Speaker, Sir, as we pass this Bill, I wish to make it very loud and clear to all those who care to listen that the mandate of dividing revenue between the two levels of Government lies squarely with the House of Parliament. The Executive has absolutely nothing and no responsibility in this matter. I also wish to remind the Council of Governors (CoG) that it has absolutely no role to play in this matter. This is a preserve of the House of Parliament, which is, the National Assembly and the Senate of the Republic of Kenya."
