    "content": "Thank you, Mr. Speaker, Sir. I rise to support the report on the County Government Allocation of Revenue Bill, 2019. I will be very brief and to the point. When I was seated there, I was listening to my colleague Sen. Kibiru talking about counties having a challenge in terms of absorbing what is allocated to them. I hold a contrary view. I believe that the accounting system used by the county governments and also in this country is what leads to that. We operate on a cash basis yet most projects span different years. In essence, it might appear as if there is a lot of money which is held by the county governments, but the reality is that that money is not there. The biggest challenge that we found is that we have been fighting for more money to go to counties. We relied solely on the recommendation given by the Commission of Revenue Allocation (CRA) which the National Assembly and the Executive trashed. This is a very dangerous trend which I hope that this House and Kenyans out there can actually speak against. There is no point as to why we should spend taxpayers‘ money in"
