    "content": "Mr. Deputy Speaker, Sir, all machines and other man made facilities experience wear and tear. With that kind of wear and tear on the roads, we, therefore, expect potholes. Potholes occur as a result of the age of the road. It is just like any other ageing equipment which would have some shortfalls. We are also launching a road maintenance manual and we are going to be very strict. We have now prepared a maintenance manual which will be used by every contractor when they are repairing our roads. I am not allowing repairs to be done haphazardly. Therefore, I have prepared a maintenance manual which will be used by the contractors as soon as we have launched it."
