    "content": "Thank you, Mr. Deputy Speaker, Sir, for giving me this chance. I want to say that I support this Bill with a very heavy heart. It is disheartening that we keep repeating the same things over and over again. I would like to draw the attention of the House to the grants that are set out in the Third Schedule on conditional allocations as loans and grants from development partners amounting to Kshs39 billion. I think we need to have an audit on the grants just as Sen. M. Kajwang‘ had mentioned. We also need to have monitoring and evaluation. The last thing is on accountability. We cannot be giving or allocating counties funds and yet they are not used for the right reasons. I think going forward, governors who are CEO‘s of the counties should be accountable for these funds because as the Senate we cannot protect the counties yet that protection is not done well with by the CEOs. Thank you."
