    "content": "Out of that small amount, a lot of money still remains at the centre. For example, when we were looking at the Budget Policy Statement, Kshs 99 billion was allocated to the national Government for health. Even if counties try and give them 10 per cent, that is only Kshs31 billion. That means that counties are short of 300 per cent of what they were entitled to in order to deliver that service."
