"content": "Order! Order! Hon. Members, whereas it has been the tradition, and it is always only fair that a Ministerial Statement should be issued when the hon. Member who sought it is in the House, the observation of the Chair lately has been that hon. Members have decided to have a laisez fair attitude towards their own responsibility in the House. The Chair does observe that Ms. Peris Chepchumba was not even here to ask a Question yesterday. So, it is only fair to allow the Assistant Minister to proceed and issue the Ministerial Statement. We cannot hold back the business of the House because hon. Members are not taking their work seriously."
