    "content": "Mr. Temporary Deputy Chairman, Sir, I beg to move:- THAT, Clause 3 be amended- (a) by deleting the words “fifteen years or to a fine of not less than five million” appearing in Subclause (5) and substituting therefor the words “thirty years or a fine of not less than thirty million”; (b) by inserting a new subclause as follows- (5) A person who finances, controls, aids or abets the commission of an offence under Subsection (1) shall be liable to imprisonment for a term of not less than thirty years or to a fine of not less than thirty million shillings or to both and upon subsequent conviction, to imprisonment for life."
