"content": "when the Act comes into force. Without the amendment, it could have come into force by virtue of the Constitution after 14 days. It has been specified as to when it comes into force. If you read that together with what we are doing with the amendment that was read earlier and Article 11, it comes into force retroactively. This is something which is in the Act; it is not the Bill whose commencement date was backdated. This is a normal way of dealing with Bills instead of saying that the commencement date be backdated. I wanted that to go on record, because somebody may use the proceedings of this Committee of the Whole in the case in court and say that we have shifted our position in the consideration of the DORA. We have not shifted ground; in fact we are doing what the Constitution requires of us."
