"content": "Mr. Temporary Deputy Chairman, Sir, I beg to move:- THAT, Clause 5 of the Bill be amended by deleting the words âten years or to a fine of not less than five million shillings or to both and upon subsequent conviction to imprisonment for a term of not less than fifteen years without the option of a fineââ and substituting therefor the words âtwenty years or to a fine of not less than twenty million shillings or to both and upon subsequent conviction to imprisonment for lifeâ."
