    "content": "Mr. Temporary Deputy Chairman, Sir, I beg to move:- THAT, Clause 7 of the Bill be amended by deleting the words “ten years or to a fine of not less than one million shillings or to both and upon subsequent conviction, to imprisonment for a term of not less than ten” and substituting therefor the words “thirty years or to a fine of not less than thirty million shillings or to both and upon subsequent conviction, to imprisonment for a term of not less than thirty”."
