    "content": "Of course, Hon. John Mbadi is quite aware that the oversight of national resources which go to the devolved units is governed by Article 96(3) of the Constitution. You can check and see who is supposed to oversee resources such as the ones you have said are from the shareable resources as well as Kenya Rural Roads Authority money and others from the national level. Whether those who are charged with the responsibility of overseeing are doing it, Article 96(3) of the Constitution is very clear whose role it is to exercise oversight of resources which come from the national level."
