    "content": "There are some other guys who are called County Executive Committees (CECs) who are supposed to exercise oversight over what they collect from the villages like licensing of morgues, Early Childhood Development Education centres (ECDEs) and others. Whatever is charged from licensing ECDEs, markets and others, the people who exercise oversight are the MCAs. They are the ones who are supposed to exercise oversight over local revenue collected in the villages. Another body is supposed to exercise oversight over the expenditure of the other funds which come from the national level, and you know who is supposed to do so."
