    "content": "This Bill sought to establish the County Governments Retirement Scheme as a mandatory scheme for all county government officers. It provides for the establishment of a Schemes Board of Trustees, the management and the administration of that scheme. It also makes sure that there is a scheme to offer lump sum payments and draw-downs of income to its members."
