"content": " Thank you, Hon. Temporary Deputy Speaker. I beg to move that the Public Finance Management (Amendment) Bill (National Assembly Bill No. 63 of 2019) be now read a Second Time. This is a short Bill. It is basically informed by what has been perceived to be a crisis in relation to the disbursement of funds to our county governments since the stalemate that we had with our colleagues in the Senate and the Council of Governors in relation to the Division of Revenue Bill. There has been a lacuna in the law such that if we have a protracted stalemate like the one that has been there this year, there was no mechanism in place in law that would enable the National Treasury and the Controller of Budget to disburse funds to the county governments. It has, therefore, occasioned a lot of suffering for people in the counties. You and Members will agree with me that many of the healthcare workers in the counties – you remember a case in Kirinyaga, Kisumu and a number of other counties where people went on strike demanding payment.
