    "content": "According to a letter, the opinion of the Attorney-General of the Republic of Kenya Justice Kihara, the problem was that for the Controller of Budget to directly charge the 15 per cent and give it to counties the PFM Act had to be amended. That is what we are doing this afternoon. This Bill is not talking about anything else. It is saying in the event there is ping-pong over the Division of Revenue, between the Senate and the National Assembly, the counties cannot suffer, but they can access the 15 per cent given to them by the Constitution which is directly charged to the Consolidated Fund. With the passage of this Bill, we can argue over the Division of Revenue Bill until the cows come home. But the counties will not face a cash crisis."
