    "content": " Thank you, Hon. Temporary Deputy Speaker for giving me an opportunity to contribute to this Bill. I rise to support this Bill which amends the Public Finance Management (PFM) Act because it sees the humane angle of the things that we do. In the end, people need to be served. Whatever disagreements we have, we must take into consideration that there are services which go on in the counties. This Bill makes a provision that the counties can access some money, even if there are technical or political problems."
