    "content": " Hon. Temporary Deputy Speaker, if we look at the BPS, I said that the part of the national Government is usually worked out in great detail and even the ceilings are given. That is what comes to this House and goes to the committees to look at. On the part of the county governments, you actually have one figure that is based on only two things: not less than 15 per cent of the revenue and the figure from the Commission on Revenue Allocation which is based on four criteria which is the poverty level, inflation level and others. If you are doing a division between two entities and one entity has great detail of what it needs and the other entity is a mere approximation, obviously there will be a problem."
