    "content": "We should have a process that by the time we are getting to the BPS, we have fair detailed data on the needs of the county governments. They can be aggregated so that they are part of the BPS. You have heard very often when Members of this House ask what the county governments would do with that money. That is a very important question because the information they have which they go with to the committees does not contain that information. We have been trying to solve what is largely a technical problem through the political process. The judges were smarter than us because they declared that the division of revenue is not a legal process."
