    "content": "The 15 per cent provision in the Constitution was clearly provided for after a lengthy debate for reasons that have been adduced by my colleagues. It is for that reason that I concur with the advice of the Attorney-General. I thought it was automatic that 15 per cent should go to the counties but I agree with the interpretation of the Constitution by our Attorney-General that it is important that we legislate to that effect. It is good that this Bill has come to us this early."
