    "content": "The Governor of Laikipia County told me the other day that he was able to improve revenue collection in his county by 34 per cent. Imagine if as a country we were able to improve our revenue by that percentage. We would be talking about a very different ball game. There are very good gains that have been made by the counties, but is important that we reflect on the issue of the amount of money that is being used on recurrent expenditure, especially on payment of salaries. The National Government Constituencies Development Fund model that we have in this country, where we spend 95 per cent of the allocation on development, is a model we must look for ways of replicating at the county level. As we amend the Public Finance Act, we need to look at it and if it requires a constitutional amendment, we need to reduce the personnel, the number of people employed at the county level and the layers. We now have three layers. There is a layer that was devolved by the national Government, a layer by the first governors and a layer by the second governors. We are likely to have another layer with the third layer of governors. We need to rein on that aspect so that more money is used to develop our country."
