    "content": "I suggest that we put a caveat to this. The Leader of the Minority Party got it right. Human beings are human beings. This provision eventually might be abused. We have to look into that carefully and see other safety nets that we should put in place to ensure that we give 15 per cent. That is genius to put something to safeguard that. Other than that, this is in order. We want our counties to grow. That is where revenue is needed most especially poor rural communities like I represent in Ndhiwa. If the money is not trickling to the counties, they are in danger in almost all areas and that is what increases the poverty in the household situation."
