    "content": "Consequently, Articles 55 and 56 talk about affirmative action for the youth and other marginalised members of the society. It is in that wisdom that the framers of the Constitution laid much emphasis in providing access to all available opportunities to the youth and vulnerable members of the society. The initial drafters of the Regulations, the Uwezo Fund, the Youth Enterprise Fund and the Women Enterprise Fund had in mind to segregate these groups, so they can be given special and dedicated attention to enable them to access financing to undertake various projects."
