    "content": "The National Treasury should know that we are serious. We are not talking about regulations that will perpetuate the systems that have had these endemic problems. We are trying to create a new institute crafted by what we have learnt before, so that they can think more innovatively and create a system that young people, our women and people from marginalised communities will survive."
