    "content": "Mr. Speaker, Sir, the most important function of the Senate is enactment of the Division of Revenue Act (DORA) together with the County Allocation of Revenue Act (CARA). I want us to understand that although the President of the Republic of Kenya can be considered as the Chief Executive of the enterprise known as Republic of Kenya, but the people who speak for the people for Kenya who are the ‘shareholders’; we are the ‘directors’ and the Chief Executive cannot make a decision without directors. Hon. Members of Parliament in this corporation known as Kenya are the “directors’ who sit in the board when it comes to the questions of raising revenue or the expenditure of revenue in the Republic of Kenya."
