    "content": "A Member stated the other day that Article 96 was not made by mistake when we say that counties need to be protected; indeed they need to be protected. We must look at what that money is being used for. It cannot be that we secure this Kshs316 billion, then come back to this House and start negotiating how many billions or millions are being used to construct Governors’ houses and luxuries. There must be fidelity and prudence in how this money is being used at the county level. Thank you, Mr. Speaker, Sir."
