    "content": "It is very simple; if a certain amount was appropriated the previous year, that allocation becomes a base for the next year. You do not even have to look at the issue of service but consider inflation. The inflation was at 4 per cent and then at 6.9 per cent. Therefore, the matter could have been canvassed better.
