"content": "Madam Temporary Deputy Speaker, the issue before this House touches on the basic rights of one of my constituents. This issue is coming before this House for the fourth time today. This morning, the Assistant Minister is unable to give a different story from what he has been giving this House. He has no answer and has not been able to tell us why the basic rights of Mr. Mbinda are not being honoured. Under the circumstances, since the Assistant Minister appears not to be ready to tell us why he has ignored a superior court order and relied on orderly room proceedings to deny my constituent his right, would I be in order to request you to direct this matter to the Departmental Committee on Administration and National Security so that we can prosecute it further?"
