However, when I ask questions whether we delay or not, what difference does it make if we delay it and we cannot change anything? Why do we need to delay it? There is a problem here that I know Members of Parliament, as Sen. Mwaura has said, are just like hyenas when it comes to constituencies. Each one of them wants to get a piece.
