Members, I am inclined to believe that, in the context of Kenya, the Division of Revenue Bill is the legislation upon which the Houses of Parliament conclude vertical budget akin to what is provided for in Section 60 of the Constitution of Japan. I am further inclined to believe that the wisdom for granting the House of Representatives power to veto different decisions by the House of Councillors is premised on the understanding that the House of Representatives is best placed to translate the aspirations of the people in the budget process."
