"content": "There has been an argument that when a proposal comes from the Commission on Revenue Allocation (CRA) it should be final. The Senate is forgetting that every five years, it determines the formula for sharing revenue among the counties. In Article 217, before the Senate makes that determination, it has to request and consider the recommendations from CRA. It recently got the recommendation, but it has not passed the proposed formula because Senators disagreed on it. For us, the National Assembly, they want us to rubberstamp the County Revenue Allocation Bill. Finally, before I sit down, I have been a supporter of CRA. However, they have disappointed me of late. Once CRA performs its constitutional mandate of making recommendations on how much should go to the national and county governments, they should stop there. The idea of CRA using public funds to be enjoined in a case in court and taking a partisan stand baffles me. I have realised that we are putting people who are political in positions they are supposed to be professional. The CRA is turning out to be a political organ and yet it is an important constitutional commission that should be neutral and offer only professional advice to this country. It is causing confusion and that saddens me. Thank you, I oppose."
