"content": "The strength of this Bill is also on the strengthening of by-laws and how they can help in running and management of the affairs of the corporation when the owners form a corporation. The Chair of the Departmental Committee on Lands, Hon. Rachael, spoke about this very eloquently. Everything will not be referred to tribunals, which we all know cost a lot of money and they are judicial processes. They are always very laborious, lengthy and take time. The by- laws have given powers to the board of management which will be dealing with these matters more or less internally. They will be enforcing the regulations or rules as long as they are registered with the registrar. It will be very easy to manage the affairs of these units. As a country, we are moving to a system where most of our legal framework should more or less be managed internally, so that we do not always refer every other dispute to the court. We must have alternative dispute resolution mechanisms."
