    "content": "Mr. Deputy Speaker, Sir, I rise to give my sentiments on this issue of counties spending money without ceilings. Although Parliament can legitimately interfere, we have to put in place a balance between existing projects and think about how we can grant further into the new ceiling. My biggest problem is the cost of litigation in these counties. Every often, counties come up with huge bills in terms of litigation because sometimes we interfere without looking at existing contracts. Even though Parliament has the power to control these things, first, we need to ask ourselves whether we have legislation that can ensure these ceilings are there before any projects begin.
