"content": "grind to a halt. There are doctors, nurses and county government workers who have to go and explain where rent and school fees for their children will come from. We should accept that the law exists. However, law was made for man and not man for the law. We should allow that version based on a percentage of the last Division of Revenue Act (DORA) and a percentage of the County Allocation of Revenue Act (CARA) that was applied last year. If we take that approach, our counties will be able to survive within the next two weeks. With the disposition that the House has taken, led by the Chairman of the Committee on Finance and Budget, I am sure that if we send soft and gentle Senators to mediation – Sen. Olekina, Sen. Mutula Kilonzo Jnr. and I were amiable and not hardliners – we will eventually unlock this as we wait for the courts to pronounce themselves. It is a practical solution which, based on my research, has been done in other jurisdictions.
