First of all, we are in a constitutional dispensation that has the Bill of Rights which stands at the core of the Constitution. Matters of disability are human rights issues which require human rights approach that is now being used in line with the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD) to which Kenya is a signatory."
