"content": "If we do not provide for these people, who will? Madam Temporary Speaker, I keep saying this, even if I sound like a broken record. The strength of a country is not the size of its military or the amount of dollars in its Central Bank; it is what it does for the most vulnerable in the society. That is how you know that, this is a strong country. I believe that we will aspire for our country Kenya, to remain a strong country. Therefore, Madam Temporary Speaker, I support this Motion wholeheartedly. I hope that we can move it to even becoming a Bill that we can amend, whether it is the Employment Act, possibly that is what we need to amend. We need to amend certain aspects of the Finance Act that gave certain provisions and the Income Tax Act and PAYE to actually provide these incentives. We should stop saying that Government should provide these incentives. We are legislators, and we are the ones who should provide those incentives. Let the Government assent to or refuse to assent to those Bills, but let us make our mark known. Thank you very much and congratulations, Sen. (Dr.) Musuruve."
