If these exceptional circumstances are not listed in such a manner that they are natural calamities or disasters like earthquakes, this will be open to abuse by bureaucrats. As long as these exceptional circumstances have not been listed, it is important that we support this amendment, so that we do not give bureaucrats and people in offices reasons to manipulate data that they have collected."
