    "content": "The board should ascertain that there is an issue and escalate it to the Cabinet Secretary. The Cabinet Secretary will then escalate it to the Cabinet. We are doing all this to ensure that there is responsibility at the highest level of the Executive. We do not want to give sweeping powers to an individual in the name of Director-General to decide when to adjust, cancel or delete data. Therefore, this amendment is very critical for systems to work from the lowest to the highest level. This is to ensure checks and balances. I support the amendments."
