    "content": " Hon. Temporary Deputy Chairlady, we are confusing issues. The essence of the Chair’s amendment is that we do not want somebody to later go to court and challenge us on a constitutional provision in Section 24. There is a culture in our country where when you give powers to people, they abuse it. For the Director-General to collect data, he must be under the Bill of Rights. Every person has the right to privacy and access to information, which are in Articles 31 and 35 of the Constitution. The Chair is only doing that to make sure that we do not make a law that can be challenged in court tomorrow. It is as simple as that."
