    "content": "Mr. Deputy Speaker, Sir, I want to congratulate my brother for raising this important concern. When the Committee responsible for this will be looking at the matter, they should come up with an answer as to how this pronouncement sits with free and compulsory right to education of children. If it is free and compulsory and hurdles are placed, how will children’s rights be balanced with the desire to assess them and perhaps to force them to repeat? Lastly, it would be important for the Committee to also explain to the House where they have picked this kind of practice. Where has it been done and where was it implemented? Was it a success in those other jurisdictions, maybe if it is beyond Kenya? Thank you, Mr. Deputy Speaker, Sir."
